when doing our Atlas in ActivityPub, I found some things.

1) there is an error with Austrian admin_level …

Both (!) the official source "Österreichischer Gemeindebund" / .gov say that a "Statuarstadt" is also a municipality.
The entries all have notes saying „note "Statutarstadt" equals both admin_levels 6 and 8“
Unfortunately they do not match admin_level 8 …

Is this correct ?
