The purpose of fascism is to rescue capitalism. During periods of economic and political crisis, fascism is entertained by the capitalist class as a way to make sure big firms can remain as profitable as possible.

Fascism is still a type of private control of the means of production, and for that reason does not count as a kind of socialism.
