If the numbers are for each server, most of us don't have to suffer anything. If it's the (complete) Fediverse, and it makes sense to see it that way, we are doomed too.
Unfortunately, most laws are either worded so vaguely that it's up to the regulator's discreation (the Online Services Act in the UK for example) or explicitly apply to sites of all sizes and maybe have some handwaving language along the lines of requiring networks to deploy age verification methods that are "commercially reasonable".
It's certainly not a good situation, and anxiety is very warranted, but I don't think we're necessarily doomed. In the short term, VPNs are a thing and can buy us some time (although as we're seeing in the UK, age-limiting VPNs is the next step).

I like the good Argentinians. But I grow weary of these weird Argentinians that can't cope with the fact that Blanqueamiento happened, that it was intentional, that it was almost complete, and that the people that designed it wrote books and articles bragging about the worst parts of it as it was happening.
I don't debate Holocaust deniers about Germany. And I'm not going to debate people that have internet access, and can go read up on Sarmiento and his policies, or read the words of Black Argentinian professors instead.
