@sharpblue It depends what you believe the machine-builders' ideology to be. Different countries expect different things of aliens. (Eg. in the USSR, orthodoxy dictated that any SETI signal would have been sent by good communist aliens, because obviously they'd have evolved past capitalism.)

As well as the costs of missiles that appears to be disposable products (news to me).
Again, I'll leave it to the reader to decide if any of this argues for greater military spending.

The main point seems intuitive - expert rankings are noisy and seldom agree, but the system often behaves as if they have perfect discriminative power. Why not simplify the reviewing process and replace hair-splitting with a (weighed) lottery?
