What would the opposite of a HOA be called?
If it were the voting council of an anarcho-syndicalist co-op? An organization with no leaders that actually accomplishes things locally, voted on my said Sky Pirate co-op shareholders with a consensus model?
If the sky pirates all had a creative bend, would that be an artist's federation? #ArtFED

@SrRochardBunson a housing co-operative, or if the building isn't commonly owned by all the inhabitants, just a tenants committee? Thats what they call it at the multicultural centre in my town which houses the community radio station..
@vfrmedia oohh, yes. The plan would be plots of land, with the community bits ran by something like this. Hopefully a library, tool library radio station, at least. The living structures would be privately owned by members of the REIT land co-op, with 1/3 set aside for community needs.
