A small target strategy is an effective way to get elected against an utterly incompetent ultra-conservative incumbent. But the "intellectual work" of developing a coherent plan for fixing things needs to be done before the election. Not made up "on the hoof" once they're in, which is "really hard, to the point of being impossible".

This was the biggest mistake NZ Labour made in 2017. They didn't expect to win, so they didn't have a plan. COVID actually helped them by obscuring that.
