"It will likely require the participation of some large companies, such as GE or Siemens (both major manufacturers of wind turbines) before wave power really gets rolling, according to numerous experts. Those companies may be waiting for the technology to sort itself out before investing, a common dilemma in any nascent field.

Imagine a consortium of government energy security bodies funded research into various early stage renewable energy technologies, whether entirely new ones or major iterations on existing ones. This could include funding materials research, device design, and testing prototypes in the wild. As long as full documentation is publicly available, free of patent restrictions, then any group who wanted to manufacture and install them would just need to find sites and funding.
