i think short version is no.
you probably mean tele carrier based pstn services like phone call and sms. that requires modem chip and sim card, assuming mobile.
voip or similar is possible but it is different kind of service.

You need to get SIM con to Linux with Hardware.
But since your Fedora/Linux hardware doesnt seem to have mobile carrier support you won‘t get your phonenumber connected.
There is no magic.
MNT Reform has „Cellular“ Data usesble with SIM slot, your sim card defines Number.
