In Germany people like to complain about the so called fake-self-employment "Scheinselbständigkeit" and while not perfect, it does keep some of these atrocities at bay. Essentially it means that if you treat a business partner like an employee and they act like your employee, they can be declared your employee with full employment rights, pay, social security and so on - and retroactively, sometimes years back. And the employers have to foot the bill on any missed social security.
