Signal using AWS has no impact on its security and privacy guarantees.
Signal operates in a trust-less model, meaning client apps go to extreme lengths to not trust the server at all. Everything is e2ee, so the server is a mere dumb conduit between senders and recipients. Heck, the server could be malicious or taken over by an adversary and neither security nor privacy would take much of a hit, if any at all.

e.g. according to DownDetector there seems to be a number of UK banks, mobile companies, accountants, HMRC, etc. affected
