From observation it appears that each instance that shows a quote to it's users needs to request permission from the source instance. This can take a while (my instance hasn't received it yet for a quote made nearly 30mins ago). It just shows "This post is pending approval...."
This poses 2 issues that I can see at the moment
1. By the time it's approved it's out of sight/mind
2. If a popular person quotes somebody can it DDoS their instance?
Good morning! If you’re on mastodon.social (or another server running nightly builds) you can begin quoting posts in your posts (quooting?) starting today. Remember, you control whether you can be quoted, and can always retract your post from a specific quote. And you can quote me on that!
something that wasn't clear to me and perhaps of interest to others about #quoteposts
i knew this:
in your preferences you can change the setting to allow #quoteposting on your toots globally. to anyone/ followers only/ or just yourself
but i didn't know you could also do it per post
so you might allow anyone to quote post you, as a general policy
but then on one particular post of yours you may disallow a #quotepost as you see fit

ok @Gargron let’s test this #quoot thing and see if it’s real
Now that quote posts are a thing on Mastodon, we need an insufferably cutesy nickname for them that everyone hates but still gets used anyway.
To that end I nominate “Quoots”, a portmanteau of ‘quote’ and ‘toot’. I believe it’s the worst possible option, solidly cementing Mastodon in particular and the Fediverse in general as having the worst slang on the internet.
