first step : forbid any Google/ Microsoft software in the institutions, governments, critical industry and schools.
And build an European software/hardware industry (OS, Software, communication, hardware, software, hardware etc. ), a real one, not a fake like you do actually. Without any American / Chinese strings.
And forbid to sell high value technology and companies to the US/ China.
Yes, that's the basis before spending billions on AI.

Despite me being rather pro union (anti-imperial).
I'd rather like to see an investment to remove our dependency on software/companies/infrastructure from countries that are not reliable partners. An investment to our own infrastructure, that doesn't leak information overseas, and not a resource waster like "AI".

To me it seems AI is semi usefull for couple of scenarios.
1.) Science: proteine folding (do not give power and control to the pharmacy industries)
2.) editing, enchanging photos and videos, ripping past artist style and mixing it up unimaginally. (this should not be any priority to national funding but commercial entities in the graphics industries)
3.) Filling the shopt with royalty free elevator music, where soul and message has been replaced with statistic based catchy tunes.
Only the @EUCommission can post two bullet points like these in a row, without blushing with shame, as if it was the most normal thing in the world.

EuroHPC which covers the AI factories and gigafactories is not exclusive to genAI, but the AI factories themselves are...
AI Factories are for developing and deploying mid-scale genAI, and they're just upgraded existing EuroHPC supercomputers, while AI Gigafactories are for the frontier models.
Still, I'd much rather have EU AI, even if the EU seems to be bending the knee to US-based AI initiatives...
