@dirtycommo well... It's not an answer to your question, but Obsidian kind of does what you're after already, except no webpage. (And you can get it on all your devices using something like Syncthing, which is what I do).
@dirtycommo if your target is the "modern" browser, you might enjoy exploring https://github.com/garbados/spellbook which is written in clojurescript. clojure is a lisp with some very nice features and clojurescript compiles it to javascript
if you're thinking more of a vanilla html plus lisp backend, clojure is often used server side too (but i never have), but it requires a java vm
you could probably make pretty any lisp or scheme be a cgi (or fastcgi) script. not sure what libraries are popular today tho

@dirtycommo ah because i have a vm in a datacenter that i'm not nearly using to its full capacity. i don't really have it set up yet to easily invite all my mufos to build whatever they want but your project seems easy to host and if you had nowhere else for it to live i would offer some space
