"Scenario 2, a nightmare: Lula is reelected, but Congress remains dominated by the forces of destruction

In this scenario, the dynamics would stay the same. Lula would have a minority in Congress and suffer one legislative defeat after another, even though matters that depend primarily on the Executive branch might be safe. Congress would be ruled by forces favorable to deforestation of the Amazon and other biomes, the predatory exploitation of Nature, the weakening of rights, the dismantling of public health and education, a vision of security based on violence against Black and poor people, and actions that produce global heating—deputies and senators more concerned with defending their own personal profit and the interests of the corporations and economic groups that finance their campaigns than supporting the common good."
