I've been asked to set up a clubs website but the last decade or so I've only been doing handcrafted sites & am out of touch with all the sitebuilder/CMS tools these days.

What's the opinion on the preferred tool, not made by nazis, for making a site:
- with a few public pages, the bulk a members only area;
- includes a forum in that private area (phpbb, or another suggestion);
- allows specified members to upload content to public or private areas, preferrably via the site itself?
