This movie starts with a US city that is not Chicago. A headband guy and a bird kisser are hanging out on top of a pillar supporting a bridge. Nearby I guess, an abandoned slum is being demolished while a mayor does a photo op in a hard hat. Then we get a title.
Elsewhere we have a generically attractive woman doing cocaine in a rich guy's car as it drives over a bridge. Then the headband guy throws a bottle at the car.
No idea what all these things have to do with each other.

The fancy rich lady urge to walk through a park and fondle the giant wind chimes.
