Starting on a data format for Ligature. Basically it'll be a mix of Turtle and N3 with less strict rules on names. I think the only thing I have to figure still is exactly what rules will look like N3 has rules but they don't have a description/docstring attached.

I wasn't sure if I'd need a separate data only format or if just using Wander would be fine but I think have a data only format will be helpful.
