Yeah! That made me chuckle, especially in the first Avengers (I think) when everyone takes turns trying to lift the hammer, and Cap managed to make it move almost imperceptibly.

He wasn't worthy yet because he still had Bucky's issues to overcome. He was close, which is why he was able to move it at all, but until his heart was free of guilt, he could never be worthy.
Plus, that Ultron scene planted such a powerful seed to get everyone wanting Cap to succeed. It was brilliantly done.
Of course, I may be wrong. Many people have different ideas about why Cap didn't lift it properly in Age of Ultron, but I'm fairly certain the unresolved conflict with his closest and oldest friend was the reason.
