Here's what I see in the video:
Driver is ordered to clear the street. ICE agents swarm the car. Driver turns the car to drive down the street. ICE agent steps out of the way of the car while drawing weapon. ICE agent leans into window to shoot woman multiple times. Woman's corpse, unable to control the vehicle, causes the car to accelerate forward and crash into another car across the street.
For those of us who still believe that the rule of law should matter:
Estate of Cherry v. City of Hamilton (6th Cir. 2018) – Shooting at a slowing, fleeing van was objectively unreasonable
Perea v. Baca (9th Cir. 2002) – Deadly force against an unarmed fleeing suspect was unconstitutional.
The ICE agent created his own exigent circumstances. The vehicle was being used as a means of escape, not as a weapon. Deadly force was not justified.
