No coherent international law would ever allow nuclear weapons. The fact that they do just goes to show that "international" law exists for the benefit of the monsters that have built these horrors.
Frankly, I think it's going to take a nuclear war before we wake the fuck up and move to end these things. Step 1 is an absolute embargo against every state that possesses nuclear weapons.
I also think nuclear war is absolutely inevitable, because as the nuclear superpowers decline economically, they will ultimately fall back on their nuclear arsenals in an attempt to maintain dominance. That path was set in stone the moment the west refused the USSR's offer of a ban on nuclear weapons. The only question is how big of an exchange it will be and how many survive.
Naïve in the extreme for us to have ever thought a civilization that couldn't even ban nuclear weapons was gonna do jack shit about climate change.
