How "linuxy" is it though? I was thinking of turning it into a server of some kind. Does it use apt? Can it run Docker or k8s?

Completely!
It is based on Alpine, and so uses apk rather than apt for package management.
@neil @postmarketOS Just out of curiosity, what phone hardware are you using with #postmarketos?
