A knife, cash money, or a car, or an movable ladder can be used for illegal activties. Yet, we don't arrest the makers of those tools. So why threaten GrapheneOS. And also, why not threaten Google for the same reasons. Because Graphene is a smaller actor and an easy target, a scapegoat, most probably.
