They're getting scared of accountability and they're feverishly trying to shove it off on others.

I've been thinking data breaches would probably unmask them. And there have been some!
But in the end it's going to be them and their superiors pointing fingers at each other. It's just a matter of whichever party gets and takes the cooperation deals.
