This is a pretty good summary of US higher ed for the past ~year and a half. It may thrill and embolden the current federal administration, but they can't take credit for it--their predecessors and university leaderships beat them to it

This flows from universities adopting something called the Chicago Statement, which designates "time, place, and manner" for protest (protesting outside of the allowed time-place-manner gets you in trouble)
"the University may reasonably regulate the time, place, and manner of expression to ensure that it does not disrupt the ordinary activities of the University."
