NEW | Paris Circulates Draft Plan for International Gaza Stabilization Mission
The Times of Israel reports that France is proposing an “International Stabilization Mission” to replace Israeli occupation forces in Gaza and gradually disarm Hamas. The plan builds on the July New York Declaration, co-sponsored by France and Saudi Arabia, which endorsed a two-state solution.
Key points of the draft:
⭕️The mission would be UN-mandated, regionally led, and funded by Gulf donors, with Egypt, Jordan, Saudi Arabia, the UAE, and Qatar as preferred participants.
⭕️Phase One: Monitor a ceasefire, protect civilians, and ensure humanitarian access.
⭕️Phase Two: Transfer security responsibilities to the Palestinian Authority, rebuild Gaza, and prepare for elections.
⭕️The draft emphasizes dismantling Hamas as a core element, while cautioning against separating Gaza from the occupied West Bank.
