With the proliferation of cameras, I was betting it was machine vision to go from a panopticon where you don't know if you're being watched to a panopticon where it's guaranteed you're being watched. At that point, they don't need to break the encryption that would require every atom in the solar system be a GPU to crack. Quite arguably, we're already there.
