But people who give up car commuting invariably get ebikes, and will never use their pedals, so the improved health message being broadcast misses the target by a wide margin

cars and airplanes are amazing mobility devices, they have their place in a sustainable future for Europe, but structuring the entire society and economy around them has been a profound mistake that needs serious effort to reverse.
Bikes and trains (and their powerful combination!) should rise much higher in people's preferences but that can only happen if the convenience and price become irresistible.
