In California, Trump has cast doubt on whether he will approve the $40 billion Gov. Newsom has requested to help pay for recovery costs associated with the LA fires, including $16.8 billion from FEMA to rebuild property and remove debris.

Something, something somewhere, "Provide for the general welfare".
If that is going to be the case, then California should withhold all revenues they send to the Federal coffers (as opposed to Red States who take out far more than they put in) to pay for what was promised by FEMA.
