I couldn't agree more. It is however, in my experience, a very common incarnation of "Agile" in the enterprise software world.
No, I spoke to the Scrum Master, the Product Manager and the Agile PMO and they all said it was definately Scrum (apart from being potentially shippable each sprint but that was apparently not practical or efficient).
(The developers in this organisation thought Agile sucked.)
