We have a fundamental problem in AI literacy. Teaching "prompt engineering" via static checklists is the academic equivalent of giving a Harvard student a first-grade math lesson and expecting complex understanding.
The solution is Developmental Knowledge. Explicitly teaching users to move from the template to Dialogue Orchestration and critical evaluation.
