Pandemic response : too little, too late
It says 23,000 lives could have been saved
'Excerbated societal inequalities'
"Once they realised the mortality was higher than was officially being reported and it had escaped from China the tempo [of response] should have been increased. It was not"
"The failure to lock down earlier may have cost lives. Has it been imposed that the earlier the evidence suggests, the number of deaths would have fallen by 48%"
