I'm not sure which RNZ article Fowlie means. But assuming this is true, either Bishop (tobacco industry lobbyist) doesn't know what he's talking about, or he's blatantly lying to the public.
"What it means is, you can be stopped at any time, [to] screen the driver, they say, for the presence of drugs. They're saying this will be a quick tongue swipe, taking just a few minutes, and that in itself is a bit of a hint. Since when does a 'quick tongue swipe' take 'just a few minutes'. So there's a bit more to it than that, presumably."
