Didn't he resign in protest at the decision to leave it undone? How is a private citizen who doesn't own a spaceship going to travel to Romulan space? Even if he somehow found passage on a ship going to Vashti from Earth, what could do about conditions there? Angry blog posts criticising Starfleet?

Angry blog posts it is. Starfleet and anyone else with influence clearly ignored his professional advice as an Admiral. What reason would he have to think his opinions as a private citizen would be taken seriously?

He was totally disillusioned with both Starfleet and the Federation, and retreated to his vineyard. I've lived long enough to relate to that.

He retreated permanently. It was only a lucky accident that he was pulled back into interplanetary affairs. I've had more modest versions of this in my life.
I retreated from being a drug law reform activist, in frustration at the hypocrisy of politicians across the political graph. Then a totally harmless friend of mine ended up in prison, for selling small amounts of cannabis on behalf if his housemates. Which pissed me off so much I got pulled back in.
