Didn't he resign in protest at the decision to leave it undone? How is a private citizen who doesn't own a spaceship going to travel to Romulan space? Even if he somehow found passage on a ship going to Vashti from Earth, what could do about conditions there? Angry blog posts criticising Starfleet?

I dunno. Maybe act as a vocal outsider advocate/figurehead? The idea that he disengaged so completely as to have no idea what was happening just seems kinda messed up.

S1E4: Picard resigned and just left all the work of the Romulan relocation undone, and never contacted or traveled to see how it was progressing without Star Fleet? As they left, what filled the void on Vashti:
- Poverty
- Degragation
- Ethnic Srife
