I don't think Ronan Harris was inspired or influenced by Innocence when he wrote Darkangel. It's just that the song uses the imagery of a fallen angel, and because that is largely what Milton's Paradise Lost is about, there is this link with the Ghost in the Shell movie.
The shape of the airplane's wings and the cathedral-like buildings on Etorofu reinforce the reference.
After all, Togusa is quoting from Paradise Lost to express his reaction to the scene they are confronted with. And the makers of the movie have him do this because they want us to realise this connection.
I like the notion that the angels fell because they wanted to live amongst humans. God had other plans for them, and so they rebelled, and were cast out. This kind of implies that they are in Hell not because they are the devil or in league with him, but as punishment.
