@slashdot throw away everything after Windows 7 and start anew on top of Windows 7. But in a world with Linux, BSD, Haiku OS, and macOS it may already be too late.
A better option could be developing Windows X: A brand new OS on top of FreeBSD. Or a modern L4 inspired microkernel.

The adjective "economic" is more along the lines of efficency, implying that whatever is economic is done at minimal expense. It can be very economical to deny people the things they need and want, as in supply rationing. The word I'd use for meeting needs and wants is uh... aid. Help. "The Helpful Class War" see how that sounds odd?
