@EUCommission It could be fun to start with the directive of 1988 - which even predates the EU - which is about adding a European dimension to education. Been almost 40 years, three generations, and zilch. If you want people to care about the EU, to also embrace their European identity, this is sorely needed.
Beyond that I honestly don't understand how it's possible that we've collectively seen decline just about everywhere yet nothing was done for many years now. Education being a national competence is not strong enough an argument, even less so as we're apparently ignoring that now.
