If you give an unreliable computer program the ability to perform arbitrary actions over an internet connection, it will probably do something harmful. This is incredibly predictable, and indicates that the program is either immature or badly designed in the first place. It is not an indication that the program is highly capable, nor that it is out of control.

If you have designed a computer program in such a way that there are no reliable mechanisms to prevent it from taking unwanted actions, the program is not “going rogue”, it is simply unsafe and poorly designed.
