In the early 1920s, Bolshevik rule had not yet developed into the totalitarian system and Ukraine was one of the main arenas of political resistance to the Moscow center.
A striking example of left-wing opposition within the Bolshevik organization was the Democratic Centralists, who at the IV Congress of the Communist Party managed to defeat Stalin’s position on economic reconstruction.
