I feel like German civil society organizations have long benefited from a culture of "volunteering" that was seen as a given. They're also understood to be a core part of a functioning democratic society, so they secure financial means e.g. through local governments and grant initiatives.

Fundraising isn't "sovereign" enough culturally as it is in the US - where many orgs only depend on private donations by default, but that should probably start changing.
