Astonishing, really, that £150+ million is not enough to conduct a study that if you put a 2-lane dedicated cycle way between car parking and a promenade, people *will* treat it as a pavement.
Portsmouth Council learned nothing from doing exactly that at the eastern 2km of Southsea seafront, so they’ve done the same thing again at the western 2km.
