It’s political satire. The man in the picture is the Swedish prime minster, head of the conservative party and for a marionette cabinet taking orders from the far right.

Satire means you're referencing the original work, not just use it for unrelated reasons.
I agree with you if it's gen-AI. Which this might be.
Otherwise I have seen people call every time someone is inspired and does something similar to plagiarism. Most recently when a Shadow bra picture became an art meme with people painting their OCs in a similar pose.

Where you see plagiarism I see a harmless photo edit to make a politically salient point.
If someone were to do the same thing with one of all the independent artists I follow I would be pissed. But this is just a bloody mass produced commercial.

And what do you call "bloody mass produced commercial"??? The movie? It's a movie, not a commercial and it may be one of the most "independent artist" movies around.
@David @avadeaux.bsky.social @mrundkvist most copyright legislation has exemptions for parody, which I personally think is a good thing. It would be a sad thing if playing on existing art in satire and parody was deemed undesirable.
