Will Andy Burnham's (so-called) 'politics of trying' going to succeed?... His backers claim that he is expressing his values & intent, but also being clear with voters that sometimes while he can try to do what he (and they) want, he may not always have the time to achieve the ends before the next election, or have the legislative powers to make the changes they want...

Its a claim that he's being honest with the electorate & this political realism is what they want; we'll see
