You either need something like podman that ties together managing all of the other layers, or you need to build your own bespoke version of a large subset of the functionality of podman.
It's fine if you want to do the latter, but then you have to actually do all of that. 90% of this work is handling the various failure modes of the different pieces.
I would not recommend using any of the jail functionality directly.
