Children as swing criminals

Just saw a story about a couple of young children charged with a crime (and their mother being threatened with "repair bills" and civil action) for "twisting" a playground swing so that it unspun rapidly, and the stupid thing broke. Who the bloody hell didn't do that spinning routine as a kid? Our government is PERVERTED.
