Why would a response to a post of mine be hidden behind "filtered notifications" and something about perhaps I know them?

I have no notification filters. I don't restrict who can respond. I have not blocked or muted them. I can find no reason why their reply should not appear in the regular notification list.

I've had this happen a couple of times now.
