Like the other 70 prisons in the APAC network, founded in 1972 by a Catholic religious brotherhood, the Sao Joao del-Rei facility applies an alternative incarceration method that stands in stark contrast to Brazil's conventional prisons, which are plagued by severe overcrowding, riots and the dominance of criminal groups such as Comando Vermelho and Primeiro Comando da Capital. The 7,000 people incarcerated in these facilities, selected by judges based on good conduct at their previous place of detention and their motivation, do not wear uniforms and spend most of their time outside their cells: They cook, clean and even handle the security of the site themselves."
