In 2022, 73 percent supported fighting until victory, while 22 percent favored negotiation. Support for fighting fell to 65 percent in 2023 but then dropped sharply to 50 percent in 2024. In 2025, support for fighting recovered to 69 percent before settling at 66 percent in 2026.
The negotiation option moved inversely. It rose from 29 percent in 2023 to 40 percent in 2024, then declined to 24 percent in 2025 and 2026. The "Don't know" responses stayed between 5 and 10 percent throughout.
The data was aggregated from multiple surveys each year, and occupied territories without Ukrainian mobile coverage were excluded. Those areas represent about 10 to 13 percent of the population.
