A question for speakers and experts of Spanish:

When I hear Spanish – both European and American – I get the impression that there are people who, in rapid speech, pronounce the ue diphthong not as /we/ but as /wø/, with /ø/ being the vowel of French 'peu'.

Can anyone tell me more about this?
