I do not think he'll sign it, that would legitimize something he & Fidesz consider deeply flawed.
Resigning... he said numerous times he will not. In this case, however, he could resign in protest. I'm not sure he will, though this would be the most painless. But it would have been the most painless in April, too.
Not signing and not resigning triggers the mandate stripping, which does not change the outcome, but their narrative can focus on Tisza "abusing" their power.
I think he'll go with that, though I hope I am wrong.
